Packaging EPR / PPWR — is it included?

No. Packaging EPR registration (Germany LUCID, France CITEO, Spain, Italy…), the EU Packaging & Packaging Waste Regulation (PPWR) obligations, and authorised-representative services are outside the shipping service. Teleship acting as IOSS party or Merchant of Record for VAT does not make it your packaging producer or representative. Distance sellers into the EU generally need to register in each market above its thresholds — take advice for your volumes.
